Snub-nosed breeds can fly in the cabin. The ban is on the hold. KLM publishes no breed ban for the cabin at all. The list is a hold list, and KLM's own guidance sends those breeds into the cabin instead, because the risk is the hold. If you have a flat-faced dog under 8 kilos, KLM is one of the easiest airlines in Europe to fly with. What KLM does reserve is the right to refuse: its conditions of carriage make acceptance discretionary, so a cabin place is never guaranteed until they confirm it.
