Where can my dog actually go?

Lisbon is a city of hills, cobbles and trams, and a dog experiences all three. The steep streets of Alfama and Bairro Alto are hard work for short legs and older hips, the calçada pavements get hot enough to burn pads in July and August, and the famous yellow trams are carrier-only, so a dog over cabin-bag size walks. What the city gives back is terrace culture. A dog under the table on an esplanada is normal here, the Tagus riverfront from Cais do Sodré out to Belém is flat and open, and Monsanto is over a thousand hectares of forest ten minutes from the centre.

Seventeen Lisbon hotels on our list take dogs, and the Sheraton Lisboa Hotel & Spa at Marquês de Pombal is the one Daisy stayed in. It is on the list because the access is real rather than polite. The dog is allowed in the room, the lobby, the lifts, the bar and the main restaurant à la carte. Breakfast is a yes. The one wrinkle is the Sunday brunch buffet, where the dog has to sit in a carrier while you're at the buffet line. The spa is the only room in the building the dog doesn't enter. Pool and terrace access isn't published, so ask before you book if that matters.

Across the rest, the dividing line is the same question. Torel Palace, above the Avenida by the Jardim do Torel, is the only other hotel that puts dogs in its restaurants and bars, in writing, on a short lead, with the spa and pool the exceptions. The Four Seasons Ritz has the fullest welcome, a Pawprint kit and a concierge who arranges walking and sitting, but only for dogs up to 7 kg. The no is just as clear in places. Corinthia keeps dogs out of its restaurants, bars and breakfast, Pestana Rua Augusta out of the restaurant, bars and lounges, and Verride Palácio Santa Catarina out of SUBA. Most others don't publish a rule, so ask. And a long run of well-known names don't take dogs at all: Valverde, Memmo Príncipe Real, Bairro Alto Hotel, Avenida Palace, Santiago de Alfama, Martinhal Chiado, the Altis Grand, Altis Belém and the Hyatt Regency.

The fee is EUR 50 per dog per stay, not per night, which works out cheaper than most Lisbon hotels the moment you stay two nights. There is no weight limit, which makes it the pick for a big dog, and one dog per room. A dog bed, blanket and bowls are waiting in the room, along with a Do Not Disturb sign made for the moments the dog is alone, and the hotel is fine with the dog being left in the room behind it. Elsewhere Lisbon is a small-dog city. Most five-stars cap at 7 to 15 kg, NH Collection Liberdade and Tivoli Avenida Liberdade go to 25 kg, and fees run from EUR 25 a night at Palácio do Governador to EUR 65 a night at Torel Palace and EUR 250 a stay at the Four Seasons.

Know where you're staying. The Sheraton, the Four Seasons, the InterContinental and the Avenida hotels are all up at the top of town. Marquês de Pombal is the top of the Avenida da Liberdade, about twenty-five minutes on foot downhill to the Baixa and Praça do Comércio, and further to Alfama. It is not the old town. The pay-off is Eduardo VII Park five minutes away for the morning walk, and a metro station on the doorstep, which matters here because the metro takes a leashed, muzzled dog and the trams and buses don't.

What happens when you get there

Metro, trams and buses
Metropolitano de Lisboa takes dogs of any size outside a carrier as long as they are muzzled, on a short lead, and you carry the vaccination record and licence. The dog travels free and stays off the seats. Seven breeds on Portugal's dangerous-dog list, including Rottweilers, Pit Bulls and Staffordshire Bull Terriers, are not allowed on the metro at all. Trams, buses, the funiculars and the Santa Justa lift are all Carris, and Carris only takes an animal in a carrier, one per passenger, free. A dog too big for a carrier walks, takes the metro, or gets a taxi or a ride app.
Trains and ferries
The CP urban lines from Cais do Sodré to Cascais and from Rossio to Sintra take a dog free, muzzled and on a short lead if it is not in a carrier. Fertagus across the bridge to Setúbal takes a dog outside a carrier only off peak, one per passenger, muzzled. Transtejo Soflusa ferries to Cacilhas, Barreiro and Seixal take one dog per passenger, in a carrier or muzzled on a short lead, never on a seat. Under 5 kg travels free. Anything heavier pays between EUR 1.45 and EUR 2.00 depending on the route.
Sights
The Tower of Belém and the Jerónimos Monastery refuse dogs, assistance dogs excepted. So do the Castelo de São Jorge and the Oceanário. In Sintra, the Pena Palace and its park are a no, while the Moorish Castle and the Park of Monserrate say yes. The Belém riverfront, the monastery square and Praça do Comércio are public space and fine.
Beaches
Portugal's bathing season runs 1 June to 30 September and supervised, concessioned beaches close to dogs for the whole of it. That covers the town beaches at Costa da Caparica and Carcavelos. Cascais goes further, with a council ban on its beaches from 1 May to 30 September and a reserved dog zone at Praia da Conceição. Unsupervised, unconcessioned sand is open year round unless a sign says otherwise: the long southern stretch of Caparica past Fonte da Telha, Praia da Adiça, and Praia da Ursa and Praia Pequena on the Sintra coast. Oeiras runs an official dog zone at Praia Velha in Paço de Arcos in season.
Restaurants, cafés and breakfast
Dogs on the esplanada are the norm across the city and nobody looks twice. Indoors is the owner's call, so ask at the door. The Sheraton's restaurant and bar are indoors and say yes, which is rarer than it sounds. Torel Palace says yes in writing. Corinthia, Pestana Rua Augusta and Verride's SUBA say no, and at breakfast the Sheraton is a yes while Corinthia and Pestana Rua Augusta are a no. In town, Noobai in Bica, Zenith on the Avenida da Liberdade, and Basílio, Antú and Aura Dim Sum in Alfama are known for welcoming dogs.

AniCura Restelo Hospital Veterinário, Rua Gregório Lopes lote 1513 loja E, out towards Belém, runs emergencies round the clock on +351 213 032 119 and has an English-language site. Hospital Veterinário de São Bento, Rua de São Bento 358-A, is closer to the centre and lists a 24-hour service on +351 213 972 997. The Four Seasons and Palácio do Governador both give vet contacts through the concierge or front desk.
Getting there
Humberto Delgado airport is about 7 km from Marquês de Pombal, twenty minutes in a taxi. TAP takes a dog in the cabin up to 8 kg including the carrier, which covers Dublin. Aer Lingus and Ryanair carry no pets in the cabin, and no airline flies a dog into the UK in the cabin, so the UK return is the hold or the ferry. The flights app has the detail.
Best walks
Eduardo VII Park from the top of the Avenida da Liberdade, then the Avenida itself down to Restauradores under the trees. The Tagus riverfront from Cais do Sodré west past Santos and Alcântara to Belém, flat the whole way, with the Jerónimos square and the tower at the end. Monsanto forest park for real distance on shaded trails. Jardim da Estrela for a classic garden with a small dog area, and the fenced dog park at Parque das Nações if the dog needs to run off the lead. Out of town, the Sintra coast at Praia da Ursa and the south end of Costa da Caparica for sand in any month.
When to go
March to June and late September to November. The light is good, the terraces are open, and the pavements are walkable at noon. July and August are hot, the cobbles burn, and the supervised beaches are closed to dogs from 1 June to 30 September anyway, so a summer trip is early walks and river ferries rather than sand. October is the sweet spot: still warm, the town beaches at Caparica and Carcavelos reopen to dogs, and the crowds on the 28 tram route thin out. Winter is mild and wet, and wet calçada is slippery for paws and people alike. July and August regularly pass 35°C and the calçada stone holds it. Put your hand on the pavement before a midday walk and if you can't hold it there, neither can the dog. Walk early and late, and use the shade in Eduardo VII and Monsanto.

Is Lisbon dog friendly?+

Yes for terraces, parks and the riverfront, with two things to plan around. The trams, buses and lifts only take a dog in a carrier, and the big monuments, Belém Tower, Jerónimos, the castle and the Oceanário, refuse dogs. The metro takes a muzzled dog on a lead. Seventeen hotels on our list take dogs, and the Sheraton Lisboa and Torel Palace both let the dog into the bar and the restaurant.

Which Lisbon hotels let dogs into the restaurant and at breakfast?+

The Sheraton Lisboa Hotel & Spa does, at breakfast and in the main restaurant à la carte, and in the bar, where water arrives without asking. The Sunday brunch buffet is the exception, the dog goes in a carrier for that. Torel Palace allows dogs in its restaurants and bars on a short lead, though breakfast isn't spelled out. Corinthia and Pestana Rua Augusta keep dogs out of dining and breakfast, and Verride keeps them out of SUBA.

How much do Lisbon hotels charge for a dog?+

The Sheraton Lisboa charges EUR 50 per dog per stay, not per night, with bed, blanket and bowls included. The Lumiares and The Vintage charge EUR 30 a stay. Per-night fees run from EUR 25 at Palácio do Governador through EUR 30 to EUR 40 at most five-stars, up to EUR 50 at Corinthia and Tivoli Avenida Liberdade and EUR 65 at Torel Palace. The Four Seasons charges EUR 250 a stay. The InterContinental's Pet Getaway package waives the fee for one dog.

Where should I stay in Lisbon with a big dog?+

The Sheraton Lisboa publishes no weight limit, so a large dog is welcome at the same EUR 50 per stay. NH Collection Liberdade and Tivoli Avenida Liberdade take dogs up to 25 kg. Bear in mind the trams and buses won't take a dog that size, so you'll be walking or using the metro, which is on the Sheraton's doorstep at Marquês de Pombal.

Which luxury hotels in Lisbon don't allow dogs?+

Metro yes, free, any size, as long as the dog is muzzled, on a short lead and you have the vaccination record and licence with you. Listed dangerous breeds are barred. Trams, buses, the funiculars and the Santa Justa lift are all Carris and take animals only in a carrier, one per passenger.

Can I take my dog to Belém Tower and the Jerónimos Monastery?+

No. Both admit assistance dogs only. The square in front of the monastery and the riverside promenade past the tower are public and fine for a walk, so one of you queues while the other walks the dog.

Are dogs allowed on the beaches near Lisbon?+

Not on supervised, concessioned beaches from 1 June to 30 September, which takes out the town beaches at Costa da Caparica and Carcavelos in summer. Cascais bans dogs on its beaches from 1 May to 30 September but has a dog zone at Praia da Conceição. Unsupervised sand is open all year unless signed: the south end of Caparica past Fonte da Telha, Praia da Adiça, and Praia da Ursa and Praia Pequena near Sintra. From October the coast opens up.

Can my dog come to Sintra?+

On the train, yes, muzzled and on a lead from Rossio. At the sights it depends. The Moorish Castle and the Park of Monserrate welcome dogs. The Pena Palace and park and the other Parques de Sintra properties do not.

Can I fly my dog to Lisbon in the cabin?+

From Dublin, yes on TAP, up to 8 kg including the carrier. Aer Lingus and Ryanair carry no pets in the cabin. From the UK the outbound can be in cabin with an airline that allows it, but no airline brings a dog back into the UK in the cabin, so plan the return by hold or ferry.
